I was wondering if Garageband is included when you purchase a new G5 with OSX Panther, or do consumers have to purchase iLife? to get it?

Yes, when you purchase a new G5 from Apple, a bunch of iLife apps are included. GarageBand is one of them.

the i-life package is included with the purchase of any new g5.... or any mac as far as i know

i strongly suggest in getting garageband jampack as it has lots more virtual instruments etc.
