I have a new iMac w/ Tiger, and have been making experimental recordings using a Presonus Firepod and GarageBand (only because Cubase LE only supports 4 inputs on Tiger at the moment...)

With Free Pro Tools on an old Mac, I was able to highlight one section of one track and add an effect to it. Is anything like this possible on GarageBand? It seems to only allow the effect to be applied to the entire duration of the selected track.

I hope you have sorted this out by now but what you can do is
copy the part of the track to a new track and add the effect there, deleating the the part from the original track.simple
good luck
more tracks more effects more proccessing power needed

Garage Band's effects are realtime, to access them double click on the desired track.
