Looks like an advanced version of Soundflower, Cycling \'74\'s audio routing utility, which happens to be FREE.

actually very similar to Jack OS X, except with a much more slick GUI. Since Jack is open source, i would not be surprised if the internal guts of this software are based on jack, since a lot of the capabilities are the same.
