How Do You Change Tempo Where It Actually Slows Music Down Or Speeds Music Up, Cubase SE for MAC |

Wut it Doo, Fellow Musikineers
I am Running Cubase SE on my G4 Mac and am still learning the program but one thing that I havent been able to do is actually slow the Tempo of a (Track/Song) I have been able to change the speed of the timing but what I want is to actually affect voice or Music Slow it down (Screw it up) -Southern Style. Is this even possible with Cubase SE or Do I Need Another Program I would appreciate any help anyone can give me.

I'm on VST 32 and the only option that comes to mind is the time stretch feature you'll find available when working in the audio editor when an individual track is open. However, you will need a mixdown of the entire section you want to skewer, make sure it's a copy of any voices, as it affects the source files.
Sorta iffy but hope this helps.
