Im a powerbook user and currently unable to load up Garageband everytime I try it locks up I have a feeling it might be something to do with Logic Express as the problem started around the same time i installed logic, I also feel it might have something to do with plugins as a message saying I have no liscence for my Korg MS-20fx plugin appears. Is there any way to stop garageband searching for plugins?

Try AU Manager - A freeware that creates custom subsets of your AUs so that you can specify which ones are loaded by a particular application.

Also: Check that you have the latest versions of both Garageband and Logic (see Apple: Updates).

Another laborious method (but one that should root out the problem is:

Move the AUs from their folder in Application Support to some other temporary folder. GB should then launch without any AU conflicts.

Then try adding each AU back to the original folder one by one, re-launching Garageband each time. Chances are you will find the one that crashes / freezes GB.
