Can you record 24-bit audio on Garageband 2.0? And is there a noticeable difference between 16-bit and 24-bit?

16bit only, 24bit has more information and yes you can hear the difference.
24bit dithered down to 16bit sounds different than plain 16bit. Unless you have high quality pro converters.
