Have you assigned an instrument, & midi channel to the midi track you are trying to trigger?

This is from memory because I've been using Logic in OSX.

Under the Panels menu/ VST instruments. Should bring up a virtual rack where you select your VSTi.

Once selected a set of fader will be added to the mixer.

choose a midi track, click on the area underneath instrument. That will bring up a menu with all of your OMS devices, and activated VSTi.
