To import a midi file to DP you basically have 3 options:
1. Drag a midi file directly to a midi track in the Tracks window 2. Drag a midi file to the Chunks window 3. Just choose Open from the File menu and select any midi file

You should check your interface buffer settings. Lower settings wil be harder on the CPU but should eliminate the delay. Set them down around 256 (128 if you can get away with it) and you will be happier.
