ccan anybody tell me why when i turn on my mac i have to unplug it then plug it back up once i do that it runs

Check with all USB or firewire peripheral unplugged save the Apple ones, if it does not reproduce the issue, try to add one peripheral at a time.

If you have nothing plugged in save Apple stuff or if it doesn't help, then the issue is elsewhere and we need more details to help you.
